Roth is planning to put a hotel casino in Toronto and to help him with financing, he organizes a consortium of businessmen. But they're having a hard time on deciding who should be in charge. Roth wants Paul Bracken, one of his people and Dan's brother in law to be the one. But one of the members of the consortium, Mel Brandon, wants to be the one in charge.
